
The purpose of the Educational Benefit Review Process is to determine whether the design of the IEP was reasonably calculated for the student to receive educational benefit. This training will discuss landmark cases in Special Education: Board of Education v. Rowley (1982) and Endrew F. v. Douglas County School District RE-1 (2017). While Rowley established the "basic floor of opportunity" standard, Endrew F. significantly raised the bar, emphasizing that educational programs must be "appropriately ambitious" in light of each child's circumstances. Teams will walk through a reflective process to examine the quality of IEPs using their own current student’s IEPs, and evaluations to determine educational benefit.
